
July 4, the Civil Aviation Administration of China (CAAC) officially announced the establishment of the General Aviation and Low-Altitude Economy Leading Group. To implement the decisions and arrangements of the Central Committee of the Communist Party of China (CPC) and the State Council, strengthen organizational leadership, coordination, and integration of work related to general aviation, unmanned aircraft systems, and the low-altitude economy, the CAAC recently restructured and consolidated its existing leadership groups — the CAAC General Aviation Leadership Group, the Civil Unmanned Aircraft Systems Management Leadership Group, and the CAAC Low-Altitude Economy Development Promotion Leadership Group — into the unified General Aviation and Low-Altitude Economy Leading Group.
The Leading Group is headed by the CAAC’s principal leader, with deputy leaders appointed from among the CAAC’s vice ministers. Members include heads of relevant major operational departments. The Group’s key responsibilities include:
- Implementing the decisions and arrangements of the Central Committee of the CPC and the State Council;
- Researching and defining priority tasks for advancing general aviation and low-altitude economic development;
- Coordinating solutions to cross-departmental and central-local issues.
Concurrently, an Office of the Leading Group has been established. The Group has also formed six specialized task forces and implemented corresponding working mechanisms.
In the next phase, the CAAC will focus on the following areas to promote the safe and orderly development of general aviation and the low-altitude economy:
- Formulating development plans;
- Aircraft airworthiness certification;
- Market supervision;
- Flight operation oversight;
- Flight service support;
- Construction of flight dispatching platforms;
- Development of safety oversight frameworks.
