According to data from the Civil Aviation Administration of China's (CAAC) Unified Operations Management Platform for Civil Unmanned Aircraft (UOM), the number of registered UAV training institutions nationwide reached 2,520 as of June 3, 2025. This represents an addition of over 500 institutions in just 42 days since the sector surpassed the 2,000-mark on April 21 this year. This rapid expansion suggests the market competition may be shifting from a "blue ocean" to a "red ocean" landscape. Notably, on May 23, DJI announced its withdrawal from managing operations and services related to the Civil UAV Operator Certification Exam.
The sector's growth follows the landmark inclusion of the "low-altitude economy" in China’s Government Work Report for the first time in 2024, propelling the industry into a phase of accelerated development. Provincial and municipal governments have since rolled out specialized policies for the low-altitude economy, catalyzing the adoption of UAVs across sectors such as agricultural crop protection, emergency response, logistics, and smart city applications. Concurrently, the UAV training industry has entered a stage of large-scale expansion.
Driven by these policy incentives, nearly 700 new training institutions were established throughout 2024. Growth accelerated further in 2025, with over 700 additions in January-April alone, followed by another 500+ institutions emerging in the subsequent 42 days starting late April 2025.
