The digital economy is a pillar of global economic development and a key focus of China's economic growth. Relying on low-altitude networks and centering on the unmanned aerial vehicle (UAV) industry, the low-altitude economy establishes an economic system that integrates urbanmanagement, express logistics, geographic surveying and mapping, agriculture, forestry, plant
protection, emergency rescue, and other fields. Fully driven by policies, regulations, market forces, and technology, the low-altitude economy is poised to become a significant new growth point for the global economy, bolstering innovation, improving efficiency, and creating newbusiness opportunities across a multitude of industries.

With the development of the low-altitude economy, cellular network coverage based onintegrated sensing and communication (ISAC) has become one of the main directions for advancing low-altitude networks. As a strategically scarce resource supporting SIAC evolution, radio spectrum resources play a critical role in empowering the low-altitude economy with radiospectrum and promoting high-quality economic and social development. This white paper conducts an in-depth study on frequencies for the low-altitude economy, with a focus on the 3.4–3.6 GHz, 4.9 GHz, and millimeter wave (mmWave) frequency bands. It also examines Chinese national and international frequency policies, as well as relevant technological developments andindustry landscapes of the low-altitude economy. It then focuses on the frequency requirements of the low-altitude economy and gives a compatibility analysis of the interference between low- altitude networks and other application systems operating in the same or adjacent frequency bands. Finally, based on the research findings, recommendations are given for the use of radiofrequencies in the low-altitude economy.
